Study on the effect of environmental administrative punishment on the digital transformation of heavy polluting enterprises

With the continuous enhancement of global environmental protection awareness and the in-depth promotion of China's environmental governance, the governance effect of environmental administrative punishment has played a positive role in the transformation and upgrading of heavy-polluting enterprises. The implementation effect of different punishment tools, because of their different characteristics and emphasis, presents its characteristics. For heavy-polluting enterprises, digital transformation is not only the upgrading and innovation of the technical level but also the profound reshaping and optimization of the sustainable development path. This study shows that among the three regulatory tools, shutdown and rectification can effectively promote enterprises' digital transformation, environmental fines can inhibit enterprises' digital transformation, and environmental warnings have no significant impact on enterprises' digital transformation. This paper deeply discusses the impact of heterogeneous environmental administrative punishment tools on the digital transformation of heavy-polluting enterprises and their differential effects in order to provide more accurate theoretical support and practical guidance for the formulation and implementation of environmental policies.
