Analysis of the EU Cybersecurity Governance Model

The EU regards cybersecurity governance as an important development agenda in Europe, establishing a framework mechanism around the three key dimensions of defense, development, and diplomacy, promoting the construction of laws and regulations, facilitating coordinated development of regulatory agencies, creating supporting policy tools, and mobilizing social stakeholders to participate in co-governance, and a unique multi-level cybersecurity governance model has been formed. This article discusses, summarizes, and analyzes the official documents and governance practices of EU cybersecurity governance, and explores its main measures and development mechanisms. Facing the year 2030, the new development trends of EU cybersecurity governance mainly include actively integrating relevant elements of green Europe and digital Europe construction in funding project supply, expanding and strengthening partnerships in the cybersecurity governance framework in external relations processing, and emphasizing the use of multi-level and diversified behavior in comprehensive capacity building, so as to promote the international dissemination of the cybersecurity governance framework and norms it advocates, and at the same time strengthen Europe's autonomy and leadership in global digital governance.
